WHAT IS A WEB FEED?
From Wikipedia:A web feed is a document (often XML-based) which contains content items, often summaries of stories or weblog posts with web links to longer versions. Weblogs and news websites are common sources for web feeds, but feeds are also used to deliver structured information ranging from weather data to "top ten" lists of hit tunes. The two main web feed formats are RSS (which is older and far more widely used) and Atom (a newer format that has just completed the IETF standardization process.)
HOW DO I READ A WEB FEED?
Most people read web feeds in a stand alone feed reader program. Some web browsers, like Firefox and Safari, can read web feeds as well. And there are some web sites where you can create an account and then read your web feeds there, much like a webmail solution allows you to read email in your web browser.
Here is a partial list of stand alone feed readers (sometimes called 'aggregators') for Windows, Mac, and Linux
WHY WOULD I USE A WEB FEED?
The main advantage of using a web feed over just visiting a site in your browser is that your feed reader will periodically check the site for updates without your intervention (much as a mail program, like Outlook, can be set to check your mail at certain intervals.)
Right now this site only offers one flavor of web feed - RSS 1.0. This can be read in any feed reader. If you would like to subscribe to this web feed the link is:

Depending on the program you use you may need to copy and paste that URI into your feed reader.
